Dr. Man-Gon Park is the Director General and CEO of the Colombo Plan Staff College for Technician Education (CPSC), which is an intergovernmental international organization for Human Resources Development in Asia and the Pacific Region. He was a Faculty Consultant from Korea, and an expert in information systems development and ICT-based TEVT systems. Prior to his current appointment, he served as a faculty consultant at CPSC seconded by Korean Government through KOICA.
Dr. Park is also the Chairman and Head Professor of the Division of Electronic Computing and Telecommunication Engineering at the PuKyong National University, Republic of Korea, where he has worked since 1981. He was also visiting professor at the Department of Computer Science, University of Liverpool, UK; exchange professor at the Department of Electrical and Computer Engineering, University of Kansas, USA; and visiting scholar at the School of Computers and Information Science, University of South Australia.
He was dispatched to Mongolia and People's Rep. of China by KOICA on various projects as information systems consultant. He has also embarked on consulting works and conducted training programs in ICT on individual capacity for Korean groups of companies, governmental and non-governmental agencies and other institutions in Korea. Also he has joined in international consulting works for Sri Lanka, Vietnam, Bhutan, Pakistan, Indonesia and the Philippines and other countries funded by the World Bank, ADB, ILO and other international organizations. He has delivered lectures and conducted collaborative programs with other regional organizations such as the Asian Development Bank Institute (ADBI), Japan International cooperation Agency (JICA) and the Southeast Asian Ministers of Education Organization (SEAMEO).
Some of his areas of interest in research are: software reliability engineering, business process reengineering, Internet & web technology, and multimedia information processing technology, and quality management system. He serves as vice president, member and academic board member of various professional societies as the Korean Multimedia Society, the Korean Information Science Society, Korea Information Processing Society, the, IEEE, ACM and IASTED, respectively. He has authored and co-authored 120 academic and technical papers, 14 books and other reports in his field of expertise. He received his bachelors, masters and doctoral degrees in Statistical Computing Science from the KyungPook National University, Rep. of Korea.
Recently Korean Government has awarded him with the official commendation for his professional contributions and achievements in development of knowledge networking system & web-based information systems. Also, the Philippine Government has commended his leadership in the area of human resources development.

Professor (Dr.) Suresh Kumar Dhameja is a CPSC Governing Board engaged Faculty Consultant. He joined the college in September 2005 and is an Indian national. Dr. Dhameja is a Professor in the Department of Entrepreneurship Development and Industrial coordination at National Institute of Technical Teachers Training and Research (NITTTR), Chandigarh, India where he was involved in training of teachers of polytechnics and Engineering colleges in the areas of Entrepreneurship Development, Small Business Management, Industry Institute Interaction etc. besides teaching M.Tech Students and guiding their dissertation work also. He has conducted a large number of training programmes for potential entrepreneurs, existing entrepreneurs and working professionals from industries and has also organized career opportunities fairs. His other areas of work were Research and Development, Curriculum Development, Instructional Material Development (both print and non print), Extension services and Consultancy in the area of Entrepreneurship Development, Industry Institute Interaction, Small Business Management and Environmental Engineering and Management.
Dr. Dhameja has trained about 500 potential entrepreneurs out of which about 90 have successfully set up their own small businesses/industries. Two of his trainees were awarded at national level as Best Entrepreneurs. He has organized 14 National/Regional conferences on Entrepreneurship and Industry Institute Interaction besides conducting a large number of workshops and continuing education programs. Professor Dhameja has conducted 11 research studies including sponsored ones as consultancy projects by the NPIU, EdCIL for World Bank Assisted Project On strengthening Technician Education In India. He was also involved in design/review of curriculum of civil engineering, management and entrepreneurship. He headed Instructional Resources Marketing Unit of NITTTR, Chandigarh for two years in which he earned a revenue of Indian Rupees 1.1 million for his institute through the sale of instructional material. He was associated with Canada India Institute Industry Linkage Project and got a letter of appreciation from its' Industry Linkage Advisor .
Dr. Dhameja is basically a Civil Engineer and has done his Bachelors in Civil Engineering from Punjab Engineering College, Chandigarh ,India followed by Masters in Technology in Civil Engineering (specialization in Soil Mechanics and Foundation Engineering) from National Institute of Technology (NIT), Kurukshetra, India. He did his Doctorate in Business Management (Specialization In Entrepreneurship) from Punjab School Of Management Studies, Punjabi University, Patiala, India. Prior to joining at NITTTR, Chandigarh he has worked as Faculty member in Civil Engineering at Govt. Polytechnic College, Ambala and at NIT, Kurukshetra, India.
Professor Dhameja has authored 4 and edited 8 books in the area of Entrepreneurship and Environment. He is also the author of more than 60 research papers which were presented in International and National Conferences and published in Journals of repute. In addition he has also produced 8 educational video films in Entrepreneurship and on Technical Education which were telecast on Indian national TV network. He is the recipient of UNDP/UNIDO fellowship. His name is also listed in National Directory of Entrepreneur Trainer Motivators Published by Entrepreneurship Development Institute of India for Government of India. Dr. Dhameja is a Life Member of Indian Society For Technical Education and is also involved with Environment Society of India for spreading awareness about need for protection of environment.

Dr. Soon-Hyung Park is an assistant faculty consultant of Colombo Plan Staff College for Technician Education (CPSC) and a specialist in Software Engineering.
Prior to his appointment at CPSC, he served as a lecturer at the Department of Computer Science, PuKyong National University (PKNU), Busan, Republic of Korea. From 1989-2000, he has served as a head professor and associate professor at the Department of Computer Science, DongEui Institute of Technology, Busan, Republic of Korea. At the college, he was doing planning, analysis, design, and implementation of the Information Systems. And he also made a design in development and coordination of Training Courses.
Dr. Soon-Hyung Park has worked as a chief consultant for several private companies such as the DaeHanCalsonic Corporation that produces coolers for cars, the YanGjiGumSok Corporation that produces parts for cars, the WonJin corporation that produces fireproof bricks, the HyungA corporation that produces tires and the Hanchang Chemical corporation that produces rubber belts, and so on. Before joining the academic area, he worked at Computer Center, HyunDae Mipo Dockyard which performs repairs on large ships, Ulsan, Republic of Korea for 3 years.
Dr. Soon-Hyung Park performed the Training Program for Seoul Institute for Vocational Training in Advanced Technology in Collaboration with CPSC from 24 November 2003 to 5 December 2003 on Management Information Systems & Benefit Monitoring & Evaluation (MIS & BME). Recently, he went to Iran to perform the in-country program on Research and Survey in TEVT.
Dr. Soon-Hyung Park received his Doctorate degree(Ph. D) in Computing Science from PuKyong National University, Busan, Rep. of Korea, a Master of Engineering in Computing Science from SoonSil University, Seoul, Rep. of Korea and Bachelor of Engineering in Computing Science from UlSan University, UlSan, Rep. of Korea.
Dr. Soon-Hyung Park has received an Education Minister prize (Gold award) from 6th Korea IT Congress and a Silver award from 8th Korea IT Congress.

Dr. Ligaya D. Valmonte currently serves as a faculty member of the Colombo Plan Staff College for Technician Education. She is also a Professor of Don Mariano Marcos Memorial State University (DMMMSU), La Union, Philippines. She pursues teaching and research interests in the areas of teacher education, biology, project management, monitoring and evaluation, e-community centers, testing and evaluation as well as accreditation and certification. Consistent with her professional role, she has developed papers with accompanying video-on-demand (VODs) published in the CPSC website at http://www.cpsctech.org or in other related websites (http://www.adbi.org).
Dr. Valmonte has authored and published well over fifty articles in professional journals, program books and related educational sources, and has presented at institutional, national, regional and international conferences and workshops. Highlights of her publications are: two major books, Basic Concepts in Biology and Work Text in Biology; and articles on "Accreditation and Certification in Asia and the Pacific", Evaluation and "Monitoring Performance of e-Communities" and "The Instructional Materials and Multimedia Production Center". Further, she serves as an Editorial Consultant and a Contributing Writer to the CPSC Quarterly.
Aside from her teaching functions, Dr. Valmonte was drawn into wider scope of responsibility. While in DMMMSU, she assumed several administrative designations such as Unit Head of the Student Scholarships, Campus Secretary, In-Charge of Multimedia Resource Center and Coordinator of Instruction. She was involved in the assessment of academic programs for accreditation; faculty development; curriculum development; faculty loading and assignments; and instructional materials development. In 2004 while in CPSC, she was assigned as the Chairman of the defunct Business and Consultancy Division. Presently, she is actively working on the Asia Pacific Accreditation and Certification Commission, one of CPSC's special projects.
Dr. Valmonte received her Doctor of Philosophy in Education from Don Mariano Marcos Memorial State University, La Union, Philippines (1994), a Master of Science in Agricultural Education from the Don Mariano Marcos Memorial State University, La Union, Philippines (1988) and Bachelor of Science in Biology in Saint Louis University, Baguio City, Philippines (1979). She is married to Dr. Onofre S. Valmonte, Professor of Agriculture in DMMMSU, Philippines, and they are blessed with three sons and two daughters.

Dr. Hazrat Hussain is assistant faculty consultant of CPSC and is a specialist in curriculum development and TEVT systems. Prior to his appointment at CPSC Dr. Hussain was employee of the Department of Labor, Manpower, Industries and Technical Education, Government of NWFP Pakistan. Dr. Hussain also served as visiting professor to Peshawar College of Engineering, University of Engineering and Technology Peshawar.
As Counterpart from the Government of Pakistan, Dr. Hussain had the privilege to work with the Association of Canadian Community Colleges(ACCC) for the development of first ever B.Ed Tech Curricula in Pakistan . Included are Co-authoring of 11 Modules for Civil Engineering. Consistent with the profession Dr. Hussain has a sound experience in Assessment and Evaluation, Accreditation and teaching learning resources development. Dr. Hussain has around twenty articles in different national and international forums covering areas on Entrepreneurship Development, Knowledge Management, Research and Development, Cost Recovery and Cost Effectiveness, Testing and Evaluation, Non-Technical Skills and Civil Engineering. Dr. Hussain has successfully coordinated and co-coordinated both regional and in-country programs for CPSC. Dr. Hussain has worked as co-chair of the CPSC consulting division and is currently working on special project of Labor Market information system development.
Dr. Hussain has consulting experience with BAK Engineering Consultants and Friends of Environment and Development for projects with GTZ of Germany.
Dr. Hussain received his doctorate degree in Technology Management from Technological University of the Philippines in 2005, Master of Science in Water Resources and Bachelor of Science in Civil Engineering from University of Engineering and Technology Peshawar N-WFP.
Dr. Hussain is married and has a son.

Prof. Myong Hee Kim is an Assistant Faculty Consultant of CPSC and a specialist in Information Communication Technology and Web-Based Multimedia Technologies.
Prior to her appointment at CPSC, she served as a Lecturer at the Dongseo University and Catholic University of Busan, Rep. of Korea for 5 years in ICT, Software Engineering, and Multimedia Information System Development.
Prof. Kim graduated with a B.E. in Information Communication Engineering at the Dongseo University, Korea. She acquired M.S. degree in Computer Science at the PuKyong National University, Busan, Korea. She is in progress for her Ph. D in Information Systems at Pukyong National University, Busan, Korea.
She has experience in development of e-Teaching and Learning System for the Ministry of Marine and Fisheries Affairs, Government of Korea since 1997. She was also involved in research works of Computer Network systems as a research member under BK21 (Brain Korea 21st Century) national project driven by Korean Government for 3 years. She is very confident in practical methodologies and tools utilization for development of Web-Based Teaching and Learning Systems and computer networking systems. She is also an expert in project management with software tools in development projects.

Prof. Tariq Mahmood is a CPSC Governing Board engaged faculty consultant from Pakistan. Prior to his appointment at the College in July 2002, he has been working as Educational Adviser in the Ministry of Education Islamabad Pakistan. He has been dealing with science, technical and vocational education at the national level which interalia include development and implementation of policies, plans and projects in science, technical and vocational education with major components of teachers' training and development of teaching and learning resource material. He is M.Sc in Mathematics from Punjab University, Lahore Pakistan, M.A. in Computers in Education from King's College, University of London, UK and PhD in Information Systems (in progress) at Pukyong National University Busan, Korea. He has been teaching mathematics and computer science at graduate and under graduate levels in the renowned educational institutions in Islamabad Pakistan.
His main areas of expertise are Information Technology in Education, training of teachers in Computer Aided Instructional (CAI) material development, Web-Based Teaching and Learning Systems, Management Information Systems (MIS) and data base development and project planning, management, implementation and evaluation. He developed, managed and implemented several projects in science, technical and vocational education and computer education in collaboration with national and international donor agencies like Asian Development Bank, World Bank and UNESCO.
He has been author and co-author of several training modules, guides, handbooks in science, technical and vocational and computer education at national and regional level. Some of the major contributions made by Prof. Tariq Mahmood includes development of a guide book on introduction of computers in education in schools in 1987, UNESCO workshop report on use of computers in mathematics teaching in 1987, UNESCO PROAP report on training of teachers in use of informatics in 1988, report on instructions for computers in education under the British Council, program London UK, in 1990 and development of an Asian module for training of trainers in Science and Technical Education under Commonwealth at National Council for Educational Research and Technology New Delhi, India in 1995.

Professor Theodora Josue (T.J.) Tesoro Gayondato has been recently appointed as a regular Faculty Member and Specialist in External Relations and Administration of CPSC, after performing her role as CPSC's Head of Administration and Finance (from 1994 to 1998) and Corporate Services Manager (from 1999 to 2005). She is a professional staff from the Philippines who carries with her relevant experiences in government and private institutions and academe, as former project manager of the Human Settlements Development Corporation, pioneering managing director of the University of Life, HR manager and faculty both at the University of Perpetual Help System and the Fair Group of Companies, and a former professor at the Manila Law College. She joined the Staff College soon after her graduation as magna cum laude and valedictorian in her Bachelor of Laws degree from the Manila Law College. Since then, she has attained an additional Master's degree in Public Administration major in International Relations and Management, having earned her MBA degree earlier, as an advanced degree from her Bachelor of Science in Business Economics from the University of the Philippines.
Prof. Gayondato has organized, managed and conducted several training programs which earned her the rank of a University Fellow in Workers Development through Technical and Human Skills Training at the University of Life, a center for non-traditional education (founded by former First Lady Imelda Marcos) in the 1980s. The WORKDEPTH program, where she was the Managing Director, graduated thousands of students under the Study Now Pay Later program of the Government on various technical courses which ultimately placed the graduates to high earning jobs in the country and abroad.
Prof. Gayondato later joined a private university now named as University of Perpetual Help System in Las Pinas, Metro Manila as a Human Resource Manager and Faculty in Business and Management. She was in charge of the over-all personnel management of both the school and hospital operations which have manpower complement of over a thousand teaching & medical staff and employees. She also trained various college students on generic skills necessary to develop confidence in the real word of business, enterprise and corporations. As an HR practitioner, Prof. G later specialized in the training and development of supervisory staff members working in the retail industry called the Fair Group of Companies. Her extensive staff development approaches and top-management-approved strategies paved the way for the promotion of more than a hundred department heads and merchandizers to top supervisory and management positions. Prof. G also managed extensive 5-function teams under the Human Resources Division which looked after more than 5,000 personnel in several branches of the Fair Group (in Quezon City, Manila, Makati, Baguio and Cebu)
Prof. Gayondato has also found time to act as a professional toastmaster and speaker in various functions hosted by Philippine civic oriented groups. She has also been a host of a television show in a government channel Channel 4) on Livelihood, Entrepreneurship and Management for 5 years during the early 1980s. Her love for literature and the performing arts made her act roles at the stage and theatre (as a member of the Dulaang Bayan), deliver oratorical pieces (as a finalist in the Claudio Teehankee Oratorical Contest) and regularly judge declamation and extemporaneous speech contests organized by various school associations.
During her stint with the CPSC, Prof. TJ has acted as Managing Editor of the quarterly and anniversary publications for more than a decade, acted as rapporteur in international workshops, and written various papers in various conference proceedings. All these are reflective of her active involvement in various organizations as President of various school organizations or Editor in Chief of the different school organs during her scholastic years. Prof. Gayondato's recent designation made her involved in presenting academic papers and undertaking external relations functions in CPSC charter and active member countries such as Australia, Bhutan, Cambodia, Korea, India, Malaysia, Singapore, Sri Lanka, Thailand, Vietnam, and the USA.
